International Humanitarian Law (IHL) for Academicians

UPNM, 19-21 February 2019 - International Humanitarian Law for Academicians were well attended by university lecturers, military academicians and university undergraduate’s students (rapporteur) in the law programs. The course was officiated by Colonel Professor Ir Dr Norazman Bin Mohamad Nor, Deputy Vice Chancellor, Research and Innovation National Defence University of Malaysia, NDUM.

The course is designed for the University and military academics in Malaysia. During the seminar, participants had the opportunity to discuss on the challenges of IHL while addressing the needs for IHL discourse from the academic and military perspective. Participants are highly participated on sharing their knowledge and experiences in relation to the topics under discussion. The three days course consist of the lecturer presentations, discussions, case studies, role play exercises, panel discussions and video shows facilitated by the military, universities as well as the ICRC expertise.

The course objective is intended to improve and strengthen knowledge of the law applicable to armed conflicts and other situations of violence as well as to promote its understanding from the academics and military perspective. It is crafted to enhance the expertise of the academics by addressing the current debates and challenges on IHL in addition to facilitate the promotion and teaching on IHL.

The first day session presentation by Ms.Amirah (ICRC) ;introduction to IHL, Dr Jan Romer, (ICRC) scope of application of IHL, Lieutenant General Dato’ Fadzil Mokhtar (retired) (NDUM); combatants, civilians and protected objects, First Admiral Azhari Abdul Aziz (retired)(ICRC); means and method of warfare. The second day topics were covered by Dr. Jan Romer (ICRC); contemporary challenges to IHL, implementation and enforcement of IHL (I-II) and Colonel Azlan Iskandar Dato’ Abdul Ghani (MPAT) speaks on concept of genocide, war crimes and crimes against humanity. On the third day, invited lecturers, Assoc Prof Dr Rohaida Nordin (UKM) speaks on IHL and human rights, Ms Rania Elgindy (UNHCR); refugees and IDPs in armed conflict, Karyn Kenny and Col Thomas Daugherty (US Embassy, Kuala Lumpur); IHL and terrorism.

At the end of this course the participants had a clear overview of IHL, the relationship between IHL, international human rights law, and public international law, IHL from the military perspective and contemporary issues and challenges to IHL. The course ended at 5.00 pm with the official closing and certificates awarding by Mr. Nicolas Alexandre Bonvin, Deputy Head of Regional Delegation, ICRC Kuala Lumpur.
